Yeah I dont know. The only ways I could see this as being so low is, they get them for free because of a contract through microsoft for being a manufacture. They could also be stolen or fake. Along with it being microsoft themselves for some shady reasoning. or.. someone got lots of keys when they were at one point free and now selling them all. even then why not put them higher. that price is just insanely low.
I personally have a hard time believing that is legit. My thought is it is potentially a volume license MAK key that has gotten into the wild. All of the systems would activate, but whoever holds that key will hit their limit and probably get a call from Microsoft. They key would probably then be disabled.
Microsoft had left a backdoor way to get the windows 10 upgrade for free to anyone that needed to use the accessibility tools after the normal free upgrade ended a while back. Not sure if that is still available but would be worth checking out if you still have a windows 7 or 8 key.
