When has something being "illegal" ever stopped the American government. Or any government for that matter?

Well u know what happend when the Us wanted to put up a rocket shield over turkey right? Russia said hell no.. and that ended with that.. and this was in pretty recent time.
According to the Outer Space Treaty, only nuclear warheads and weapons of mass destruction are illegal. I think there might have been some follow up legislation but I don't think it completely outlawed conventional weapons from space.
Is shooting lightning from space considered "conventional"? If it is, that's a world I want to live in.
one of the most effective space based weapons is to get a couple of tons worth of iron and just drop it from orbit. Makes a hell of a crater. And the lightning gun is awesome.
