    I'm nearing Tier IV tanks in both nations. Have only to unlock one more tank in the German line to access Tier IV, while my Ruskies already have that access, though I'm unlocking the TD's.

    Yea, but its not implemented. And the armor difference is 15mm on the turret, other wise its the same panther from before it.
