A friend of mine build him self a low budget rig based on a A10 Cpu a R9 270 gfx card and a gigabyte board for the A10
and he has quite nice numbers on 3dmark and other benchmarking thingies .

A10 +R9 is proccing because of AMD Dual Graphics technology

Hes playing ESO at max settings

If you are on a low budget go amd.

    My 2cents

Get a small boat with an engine, put the computer in a container that doesn't float and tug it behind the boat underwater.
Now, just take the boat to the destination and you avoid all customs.

    Prerequisites
    1) The computer is originally delivered near Europe's regional waters by a sub
    2) Your destination house has to be near a river that can be navigated with your boat all the way to the sea

So, as long as you can pull that off you'll be avoiding VAT entirely!
