I would try running without the gpu like someone else mentioned.

I'm going on the assumption that this computer worked before, my initial thought was try reseating the processor, but that shouldn't be a problem if the processor hasn't been removed since last op. when I'm at a loss I always reseat the ram, for some reason some bugs can get locked in the memory and it has to be removed from even the passive clock power in order to clear it completely. Always gotta double check make sure none of the small wires got displaced when installing the new hardware, and of course, trying it without the new GPU will at least establish that the computer still functions without it, it's always possible that you simply got a bad board (GPU, or any part thereof).

Exactly, I'm not familiar with thermaltake psu, but there seems to be quite a few people have bad things to say about them.

That is not a 100% sure, I've seen many cases where the system refuses to boot when the psu is too weak for the new GPU.

As skwi suggested, try booting it without the GPU using onboard graphics, which most CPUs have nowadays, just to check whether there is anything else wrong.

I don't understand. I thought the system would not boot at all with the video card.

Sometime today, I'll try pulling everything off the motherboard, and just re seat CPU, ram, new videocard, and psu. I'll also discharge any capisator stored energy, by holding down the power button for about 30 seconds with the power unplugged.

    I'll report progress after.

Honestly, I am willing to bet a dollar that it is your power supply. Unless you have an incredibly old motherboard that just does not support that type of card, but I find that unlikely.
