    On some maps, some countries will have minor differences in units available. Sometimes, one will have cavalry available and another won't. Sometimes, one country will have Cuirassiars and Dragoons, while the other will have every available cavalry type. The Russian Empire has militia that every time you spawn, you get a random weapon. Really minor stuff like that.
