I read something once that by destroying the death star they (the rebels) should have put the galaxy in a financial crisis and decades long economic depression. And destroying the second one should have made it even worse. So who on earth would want the rebels to replace the empire if that did actually happen. Most people would probably blame the rebels for the shit state the economy is in and rebel against them. Seems like it would spawn a never ending cycle of rebelllion.

For the greater good of the whole, cancerous planets that support terrorism must be delt with harshly so that it doesn't spread elsewhere.

Nah. In episode 4 they suck at hitting the rebels (luke, han and leia) so they can escape and lead the empire to the rebel base. They were missing on purpose not crap training.
