Are there any 3rd party programs, that would allow me to choose which audio ports my sounds come out of

I am looking to have something like MWO come out my headphone jacks, a Movie come out my HDMI cable and possibly something else come out my rear jacks, or speaker ports.

But mainly right now I can have my "communications" ts3 and what not come out my headphone and my movie come out the other, but not my game out one, and movie out the other

Hrm... Well, what you're asking is very hard to do, if at all possible. For the most part, to do that, the programs you're using have to be written in such a way to allow you to select the input/output devices (Programs like TS or Vent). If the programs don't have those options, then you're almost out of luck. There's two ways you can do this, possibly, that I've found. For one guy, if he launched the game first, then changed the output to HDMI for the movie on his TV, then the sound would be split correctly between the two, however he had to do this manually each time.

The other side of things, I found two possible programs you can try. Different people have had various success with each of these, so you'll likely have to explore a bit.
The first one is Virtual Audio Cable, and it basically creates a digital cable between the various programs on your computer. However, I've never used this, so it may not meet your needs.

Indie Volume is a little more promising, however there are at least two people that haven't had this work for Windows 7 64 bit systems, but it's at least worth a shot. Other than those two things, I'm not sure of anything else.
