    It will as he is still responsible no matter what. You can delegate authority but you cant delegate responsibility.

    The general thinking is they didn't pick up Blatter because he is a swiss citizen and they won't extradite without hella good cause. The guys who are singing are the hella good cause they need to arrest him in like 2-3 weeks.

    This is basic leadership.

    If a supervisor is given a task to complete and they tell someone under them to go do it. Who in the end is still responsible? The supervisor because they were the ones assigned the task, they just choose how to carry out the task. If the person under them decides to go fuck off instead of doing the work, its still the supervisors fault the work didn't get done. This is the innate responsibility of a supervisor/manager.

    Just like in the marines, it is still the Officer or NCO in charge who takes responsibility on whether a order is completed. Not the private that just got into your company.

    Are they trying to turn the blame on the U.S. some how for the budget being cut?

    Like... " see what the U.S. just did.. now we have to cut the budget and make the world cup worse, good job U.S."

    they've been cutting the budget since before the arrests and the latest article I've seen on it was posted at least 15 hours before any of the arrests articles. But that article mentioned they might cut it further (up to 3 billion USD) and also were thinking of using prison labor for world cup stuff (building/renovating stadiums mostly I guess or lodging). Though I guess they are blaming the west for the cuts because they are cutting the budget because of low oil prices and sanctions from the west.

    It would be funny if during the election for FIFA president they come in to arrest blatter. I'm pretty sure he is corrupt with how much he is defending the 2018 and 2022 world cups.
